计划免疫是指根据传染病疫情监测和人群免疫水平分析，按照国家规定的免疫程序，有计划 地利用疫苗进行预防接种，以提高人群免疫水平，达到控制乃至最终消灭针对传染病的目的。它是随生物 科学技术的发展、疫苗的不断开发和应用，为更加合理使用疫苗和开展预防接种的一项重要举措。近年来， 我国免疫规划工作进入了一个新的阶段，对免疫规划工作也提出了更高的要求。面对这种新形势，做好基 层免疫规划工作成为重点解决的问题。而影响基层免疫规划工作的因素较多，且复杂，故而本文针对基层 免疫规划工作现状及存在的问题，提出合理对策，以确保基层免疫规划工作顺利开展，保障预防接种的安 全，综述如下。

Abstract

Planned immunization refers to the planned use of vaccines for vaccination according to the epidemic situation monitoring of infectious diseases and the analysis of population immunity level, and in accordance with the immunization procedures stipulated by the state, so as to improve the population immunity level and achieve the purpose of controlling and even eventually eliminating infectious diseases. With the development of biological science and technology and the continuous development and application of vaccines, it is an important measure for more rational use of vaccines and vaccination.
